As we reported previously in "Roll Call of votes in the House on 3/16), the Senate Profile bill (SF 3286) as passed on Tuesday, March 16th had been brought before the House, and the House inserted its own version 

Rep. Carson (DFL) and Rep. Ness (R) then moved to delete the Northstar Standard as an option for school districts. After much debate, the motion failed 58 to 70. ("No" is a good vote here.)

VOTE  B
The entire bill (now called SF 3286) was read for the third time and they voted on its final passage as it was amended last week, including the Northstar Standard as an option for school districts. This vote reveals the most overt radicals in this saga. The battles over amendments are over. Those who vote "no" on this final passage are rejecting any bill at all rather than accept one with a Northstar Standard option for schools. Final passage prevailed, 102 to 27. ("Yes" is a good vote here.)

VOTE  C
Late that same night, the House was considering the Omnibus Education Finance bill (HF 3800) that includes "Baby Ed" (Early Childhood, Day Care, etc.), Higher Ed, and K-12 spending, all rolled into one. Rep. Ness and Mares moved to add the entire SF 3286, as it had been passed earlier in the day, into HF 3800. That move puts the future of the Profile into a second conference committee instead of just one. (If they don't take the NSS out in one committee, they can take it out in another.) It also makes the Profile into more of a trading-card for the money that schools will or will not receive. The amendment passed on a voice vote. Most legislators did not at the time recognize the purpose behind the Ness/Mares amendment.

 

VOTE  D
Representatives Olson, Broecker, Holberg, Gunther and Reuter moved to add the following language to SF 3800: 

"No minor student may participate in work-based learning, service learning, career and technical, transitional, or apprenticeship programs without the informed written consent of the parent or guardian. Informed consent shall include information on applicable state and federal employment and safety-related laws."

This is a simple parental "informed consent" provision. All over the state this year, parents of 8th graders have been startled and alarmed to discover that their students are being quietly slotted into career path choices while administrations deny that STW is happening in their districts. Students of all ages are being lined up for career experiences and shipped out for service learning during school hours without the approval of parents.

Every vote against this motion is a vote to leave parents in the dark and with no real role in these decisions. It also leaves parents uninformed about the specific safety and employment laws that may apply to their children's activities, for example, child labor laws and OSHA requirements. 

The motion failed, 56 to 69. ("Yes" is a good vote here.)

All items passed will be part of negotiations in the House/Senate conference committee assigned to each bill. We will inform you of the appointment of conference committee members and whether the above amendments are left in or deleted from the conference report. Conference committee reports are sent back to both the House and the Senate for final passage. No amendments may be made at that time; only one vote is taken, aye or nay.

We urge you to contact your legislators and the governor asking that they vote against any bill that comes back from any conference committee without the Northstar Standard as an option for Minnesota public schools!!
